The Glenmore Woods Homeowners Association held a Homeowners meeting 1/24/07 at the Rondout School cafeteria from 7:00pm until 8:15pm. All Board members in attendance at the meeting included John Lucas, Paul Herring, David Coughlin and Joe Sturonas.  Sarah McMaster was also in attendance.
Green Oaks Mayor – Bernard Wysocki – Guest Speaker
Bernard Wysocki discussed the following topics: 
–    Route 176 – in 2001 applied for grant with Illinois first program which was successful. An acceleration lane will be added between Glenmore Woods and route 43, eastbound on Rt. 176. Contract to be awarded in March with construction to commence mid April. Planned completion end of June.
–    Proposal to widen Rt. 176 from Green Bay Road to Route 21 (four lanes). No funding currently.
–    Adding extra lane in both directions between Deerfield and Wadsworth on the IL Tollway. Construction to commence this year and due to completion in 2 years. None of the bridges are to be impacted. Will likely have to lower 176 under the tollway. Sound walls from Rt. 176 to Atkinson and from Equestrian Oaks to Rt. 120 (West Side of toll road).
–    Atkinson Road. $3.6 million funding grant has been applied for to improve in two phases, storm drainage, base and the road itself to begin this spring.
–    Discussions with Senator Obama to discuss creation of a super station at Rondout that would connect with Elgin as well as downtown Chicago. This is currently in the Metra plans for the next 7 years pending funding. Abbott is contributing land with up to 100 parking spaces. Station is anticipated to be off Atkinson. This would require either a bridge or a viaduct on Rt. 176.
–    Retail space opposite Lambs Farm. Costco wanted additional tollway ramps as condition of committing ($240k each). Fell through. Greenstar group now considering this. This proposal includes boutique stores and restaurants and condos north and 14 acre play area to be handled by the village.
–    Glenmore Woods roads are property of Green Oaks. Village will repair as necessary – please report problems with the road to Village of Green Oaks, www.greenoaks.org/contact.asp.
–    Trains are permitted to stop traffic for 10 minutes. Village wants to know if delays are longer than this. Please report to Village of Green Oaks at www.greenoaks.org/contact.asp.
–    Buckthorn – Homeowners’ Association responsibility. Please notify village engineer, Bill Rickert, before attempting to eradicate.

Landscape Maintenance
–    Buckthorn – board believes this to be a problem. Pond #1 (NE end) was cleaned out last Spring. Burn was scheduled for the Fall but was too wet. Now scheduled for the Spring. Buckthorn growth was blocking drainage between ponds #1 and #2. This has impacted operation of storm sewers for some adjoining properties.
–    The board intends to develop a 3 – 5 year plan for landscaping of the common areas. We will be bringing an arborist to visit the property in the Spring for recommendations.
–    Mariani and Clifford have been asked to quote on Buckthorn removal along 3 feet either side of the main road through the sub-division. Board believes that this action is necessary in order to help protect the remaining trees.
–    Mariani has offered a new contract for 2007 – 8% increase in price after having held the price static for three years.
–    There was a question whether we should be putting a higher priority on addressing dying tree issues behind homes.

Financial Report
–    Paul presented the 2006 financial results and budget for 2007. Planned increase in the monthly dues is to fund the combination of the buckthorn removal and the Mariani increase for 2007.
–    In John’s experience at Northfield we would be well served to build our reserve fund beyond where it is currently.
–    Cathy Keres asked whether wild flowers could be planted immediately following the buckthorn removal.
–    John suggested we establish a landscaping committee to coordinate this planning.
–    It was suggested that we consider adopting an assessment on property transfer similar to those made by the original homeowners to create the $30k reserve fund.
–    John proposed a motion to adopt the budget (including a dues increase effective 2/1/07). David seconded and the board approved unanimously.

Board nominations
–     Tim agreed to support the board as a consultant.
John moved to appoint Joe Sturonas to the board until the AGM. Seconded by David and unanimously approved.

Web site
–     www.glenmorewoods.org – now operational thanks to Joe Sturonas. Joe is hosting from his own server so no cost to the Association or the homeowners. The web site includes information for contacting the board members, the landscaping improvement application form, a link to the Lake County Property Tax map.

Landscaping improvements
–    David reviewed the requirement in the bylaws for homeowners to submit improvement applications to the board using the form that is on the web site. The form can be found in the FAQ section of the website listed as Exterior Project Approval Form.
 
Other business
–    Sarah indicated that one homeowner had asked if the board would consider replacing the GW sign at the entrance with “Glenmore Woods”.
