Joe Sturonas called the meeting to order and confirmed a quorum. The April 7, 2026 meeting minutes were presented for approval. No corrections had been received. A motion to approve the minutes was made and seconded. The motion carried.

Board and Officer Appointments

The Board acknowledged J.V. Proesel's resignation following his move from the neighborhood and thanked him for his service.

  • Board appointment: A motion to appoint Michael Fein to the Board was made and seconded. The motion carried.
  • Treasurer appointment: A motion to appoint Chris Hartrich as Treasurer was made and seconded. The motion carried, with Chris abstaining.

Treasurer's Report and 2027 Budget Planning

The Board reviewed the financial report. Reserve funds continue to earn interest through certificates of deposit, and reserves are progressing toward the goal of one year of operating expenses. Sarah clarified that the October landscaping invoice covered two months of service rather than a duplicate charge.

Joe will prepare a draft spreadsheet for 2027 budget planning. Landscaping remains the largest expense category, and proposed improvements will be considered alongside routine maintenance and other anticipated needs. No 2027 budget was adopted at this meeting.

Landscape Committee Report and Fall Maintenance

Jennifer Koenig presented the Landscape Committee report. Improvements at the Braeloch and Oakhaven circles have been completed. The work included planting-bed changes, planting, seeding and mulch, with an emphasis on a consistent appearance and manageable long-term maintenance. Watering arrangements and winter preparation were also reviewed.

  • The final scheduled fertilization application has been completed.
  • The final routine landscape service is tentatively planned for the week of November 16, subject to conditions.
  • Jennifer has requested a quote for an additional late-season leaf service if needed. No additional service was approved.
  • Homeowners raised concerns about inconsistent leaf-removal methods and coverage. Jennifer will clarify procedures and service expectations with JMR.

The Board thanked Jennifer and the Landscape Committee for their work on the common-area improvements.

2027 Landscape Maintenance

The Landscape Committee recommended continuing with JMR for 2027. The proposal was described as providing the same level of service with no year-over-year price increase. Joe also reviewed the proposal's termination provision and monthly payment schedule. The proposal was discussed; no motion approving the renewal was recorded.

Proposed Entrance Improvements

Jennifer presented a preliminary concept for coordinated improvements to the neighborhood entrance. The concept includes Skyline honeylocust trees along both sides of the entrance drive and refreshed planting areas. The goals are to improve the entrance's appearance, create a more consistent landscape and reduce long-term maintenance.

Jennifer said the project would be pursued only if Village of Green Oaks beautification-grant support were available. A detailed scope and quote, along with a competing quote, remain part of the planning process. Jennifer will share the plan and detailed proposal for further Board review. No project approval or spending authorization was made at this meeting.

Assessment Collection Policy

Joe presented the draft assessment collection policy and outlined the planned review process: Board review, review by KSN legal counsel, and consideration for adoption at a subsequent meeting, with a target effective date of January 1, 2027.

Discussion focused on transparency, consistent treatment of homeowners, payment timing, automatic withdrawals and postal delays. A possible business-day grace period was discussed. No change to the grace period was adopted, and the policy remains under review.

Open Forum

Pond maintenance: Homeowners asked about aeration and fountains. These options remain under consideration, while circle and entrance landscape improvements are currently prioritized. Jennifer reported consulting a water specialist and plans to explore fertilizer alternatives with JMR that may help reduce nutrient runoff and algae concerns.

Railroad quiet zone: Joe reported ongoing coordination with the Village of Green Oaks concerning a potential railroad quiet zone. An update meeting was being sought for the second week of November, but no date was confirmed. Joe will follow up with Rich regarding the latest information and possible participation in a subsequent HOA meeting.

Follow-Up Items

  • Joe: Prepare the draft 2027 budget-planning spreadsheet.
  • Jennifer: Obtain the optional late-season leaf-service quote and clarify leaf-removal expectations with JMR.
  • Jennifer: Circulate the entrance concept and detailed proposal for further review.
  • Joe and the Board: Complete the collection-policy review, obtain KSN's review and arrange a subsequent meeting to consider adoption.
  • Jennifer: Explore fertilizer alternatives with JMR for next year.
  • Joe: Follow up with Rich regarding the quiet-zone update and meeting arrangements.

Adjournment

A motion to adjourn was made and seconded, and the meeting concluded. The Board thanked homeowners for participating. No date for the next HOA meeting was announced.
