- Village of Green Oaks Updates (Rich Glogovsky)
- Village Trustee Rich Glogovsky provided several updates regarding Village-wide initiatives and infrastructure:
- Village Financial Status: The Village maintains an AAA+ bond rating and is in excellent financial health.
- Quiet Zone Project: This project is being handled separately from the Route 176 widening to expedite completion. The project is estimated to take three to four years, with approximately 1.5 to 2 years already completed. Residents are encouraged to send supportive emails to state and county officials to help push the initiative forward. Rich will pass along the list of representatives to Glenmore Woods that could benefit from hearing from their constituents.
- Route 176 Widening: Planning continues for a three-lane configuration. Phase 2 is expected to be complete by Spring 2027, with construction potentially starting in 2029.
- TIF District & Economic Development: The TIF district has significantly improved property valuations (EAV). The Village recently used eminent domain to remove the "Truck City" blight for future redevelopment.
- Superior Ambulance: Superior recently closed on the old Westinghouse building on Baker Road to serve as its Northern Illinois headquarters.
- Community Center: The Village purchased the Pish property next to Village Hall to construct a new single-floor community center, with construction planned for 2027.
- Beautification Grants: The Village offers a grant reimbursing 50% of project costs (up to $25,000 annually) for HOA community enhancements such as signage or invasive species removal.
- Resident Concerns: Concerns regarding high-speed e-bikes on the bike path along Rt. 176 and soil dumping on a lot south of Roundout were noted; Trustee Glogovsky committed to investigating both issues.

- Financial Update
- 2025 Year-End Review: The HOA concluded 2025 with a surplus.
- Reserve Strategy: The Board approved allocating portion of the surplus toward the long-term $100,000 reserve goal. The remaining surplus will be moved to a deferred project fund.
- 2026 Assessments: There is no planned increase in association assessments for 2026.
- 2026 Budget Approval: The 2026 budget was adopted, projecting a surplus.

- Landscape Update
- Maintenance Contract: Kinnucan is entering the second year of their two-year agreement. The 2026 rate reflects a 4% annual increase.
- Service Adjustments: Leaf cleanup priorities will shift to November for better efficiency. The target mowing day remains Thursday.
- Dormant Pruning: Pruning for the front entrance is scheduled for early February to ensure compliance with Village height requirements (<30 inches) for safety and visibility.
- Buckthorn Stewardship: Stewardship will continue with one application for each of the five designated areas.
- Mulching Strategy: The HOA is considering a move from triple ground to double ground mulch. The new strategy involves annual mulching for the front entrance and staggered applications for other common areas based on budget.
- Special Projects: The committee is gathering quotes for pond aeration and Canadian thistle remediation for 2026.
